[Scan-DC] ICC & GPS

I spoke too soon. My Home Patrol already has 32688 programmed in, and I am 
hearing ICC traffic this morning (talking about MM 6.4 or something like 
that). However, 32688 is labeled as "Ch. B8 Message Routing Center 
(Teletype)," and it's under the Law Tac services.

Is it possible that 16688 is the primary ICC TGID, and 32688 is just used 
for running license checks and things? Has anyone listened to both 
simultaneously to compare?
