[Scan-DC] RadioReference Arlington FD Feed

Ian,

I just listened, and it's only delayed by about 30 seconds. That's 
consistent with my own Arlington PD feed. The 30 second delay is the 
encoding/upload/server/download delay. It definitely should not be 45 
minutes. If you encountered a delay that long, there must have been some 
kind of serious technical problem somewhere along the way.

Anyway, the delay is about 30 seconds right now.
