[Scan-DC] MDTA to use Montgomery County talk group.

I sent an email asking, and got this response from mdta at mdta.state.md.us :

Dear Mr. Krauss:
Thank you for your follow-up email.
Our commander indicated that we will have a talk group on the 
Montgomery County trunked system.

That does not necessarily mean that they will have 800 MHz radios, I 
suppose.  They could still use 450 MHz radios in their units and have 
their system patched to 800 MHz, the way MSP has 39 MHz radios in 
their units patched to 800 MHz.
