I stand corrected - sorry Charley - was just looking at this press release http://www.iccproject.com/PDFs/PressRelease10.04.10NewEZPStop-inCenters.pdf about ezpass, and the bottom line says, "The State Highway Administration (SHA) is managing ICC construction. Once construction is complete, the MDTA will own, operate and maintain the ICC."
So Charley was correct, the Transportation Authority will maintain the ICC...
