patrol BWI, the toll facilities, Port of Baltimore and the MVA in
Glen Burnie (unknown about the other MVAs... strangely, website
is specific about Glen Burnie).  This is the group that will
patrol the ICC, apparently.  (one wonders if Montgomery County
will also try to get a piece of it to generate a little revenue).
