I don't know if you've ever seen this magazine, but it is really great. The Alexandria Public Library has a subscription. I saw this article last night. The antenna plugs into a scanner or other radio capable of receiving the appropriate frequencies.
It's hard to make this out in the website's .jpg, but the antenna is based on a design found at an amateur's site, "Cheap Antennas for Low Earth Orbit." Google is your friend:

For elements, I think I might be able to use the steel rods from those "We Buy Houses" street spam signs that I'm always removing. With the right flux, I can solder to them.
