Fairfax County operates two 800 MHz voice radio systems. The public
safety radio system is a Motorola 3.0 SmartZone digital system which has
eleven repeater sites located throughout the county. This system is
used by the public safety agencies. The public service radio system is
a Motorola 4.1 SmartNet analog system which has seven repeater sites.
That system is primarily used by all other county agencies, but does
provide a backup system for public safety users. Six of the public
service repeater sites are co-located with the public safety equipment.
One site, in the Bailey's Crossroads area of the county is only a public
service repeater site.
Due to system limitations, the SmartZone 3.0 system is limited to eleven
RF sites. The SmartNet 4.1 system is limited to 10 RF sites. The
SmartNet RF site in Bailey's Corner provided better inbuilding coverage
in that area then the SmartZone system. Therefore, when fire and rescue
units are dispatched to an in building incident in the Bailey's Corner
area of the county, they are directed to operate on the public service
radio system. 4M & 41M are talkgroups on the Fairfax County public
service analog trunked radio system.
Years ago, prior to Fairfax County building out an RF site in the beacon
hill area of the county, the area around Ft. Hunt road was not covered
very well by the SmartZone system. To provide adequate in building
coverage in that area, Fairfax County units switched to the Alexandria
system. At that time, 4M was a talkgroup on the Alexandria system.
Since the development of an RF site in the Beacon Hill area of the
county, coverage in the Ft. Hunt Road area of the county has greatly
improved and Fairfax County no longer required the Alexandria talkgroup.
When Fairfax County builds out the P25 SmartZone 7.9 system, which is
capable of 15 RF sites, the Bailey's Crossroads site will be added to
public safety, negating the need to have 4M and 41M on the analog
system.

Interesting thread from '04 that references 4M as being on the
Alexandria
system:
