[Scan-DC] VSP chase on I-66 west

If they do a DNA check on the inside of the helmet and the rider is in the 
system, then it's just a matter of time when they figure out who he/she is.

Last I heard was a VSP unit coming back to the scene with a search warrant
for the house.  They did find the rider's helmet too.
