[Scan-DC] Flight of four - f18s? - low - heading east over WhiteOak

Were headed to the Pentagon for some sort of a POW-MIA fly-by, according to the DCA tower which alerted aircraft at National to their presence. (Overheard on United's Channel 9 while we were taxiing).
