[Scan-DC] Vsp trooper in 10-50, citizen using radio

It really doesn't take 3 seconds but there is say a second of a delay from 
the time you press the button to the time all the relays are open to get the 
message through. So if you hold the button for say 3 seconds and then talk 
then the dispatcher should definitely copy your traffic.
