Some agency's have been know to fly in helocopters and pick members up from
their homes. This is very quick, not long term
Some agency's have access to mini AWACS

As far as I know, it's never been revealed. My guess is that the flights
are surveillance training for students at the FBI Academy in Quantico.
Training, as opposed to an actual surveillance mission, is the only type of
activity that I can imagine would be going on consistently for so long.
I (or someone else) may have posted a link a few years ago to an article
reporting similar flights in another part of the country, which were
apparently related to an FBI counterterrorism investigation.
BTW, I him to my west right now.

If it is FBI its based at the Manassas airport. A few years ago I was
able to see their planes up close, but was told, "um, no, not that one,
come on back over here...."
pretty durn small, doesnt seem too comfortable for a long surveillance.
bet they have a lot of "truck driver's friends" on board.
