[Scan-DC] Vsp trooper in 10-50, citizen using radio

Maybe the incident you heard on the VSP channel didn't involve a trooper 
but, instead, involved a Fauquier County deputy??  And, maybe the 
pre-programmed channel wasn't actually VSP CULP 1.

If you heard 5 sheriffs units responding perhaps a call to that department's 
PIO would clear things up.
