IIRC, it was illegal to have a scanner in your car as recently as the late 
1970's anywhere in VA. Or so I was told by the local "Officer Friendly" when 
he was taking my Bearcat crystal radio away from me in 1976. This happened 
in the McLean/Falls Church area and I do not remember which department did 
it.)
