If it was a warning device for the hearing impaired, it would
flash!!
Most of the Downtown Silver Spring area have those warning
devices as part of the "Walk/Don't Walk" crossing system to alert
visually impaired pedestrians when not to start crossing.
My blind friend Harold used to explain this to other pedestrians
when they asked about the noise. He would say "it is to let the
blind people know when the light turns red". One of them
actually replied "They let blind people drive in Silver
Spring????"
