I believe that's the "walk" signal for hearing impaired individuals. There
are a few traffic signals in Silver Spring that have them.

Just curious... every media outlet, radio AND TV, that broadcasted live from
the scene of the hostage situation had an audio "Tic-Tock" in the background
of all their transmissions. Does anyone have any idea what that was? I
know of older police systems that would broadcast ~1 minute beeps that I'm
guessing would show that your radio was turned up and that you weren't
sitting on the mic. Then there's the old EDACS beeps that some were calling
anti-scanner beeps... would lock the scanner on the same channel. But I'm
just wondering what the tic-tock was since it came over media, and EVERY
outlet that broadcasted live from the scene.
