[Scan-DC] Metro Box in Silver Spring

Montgomery FD has dispatched a box alarm for possibly live wires down 
on an occupied Metro train, with smoke coming from under the train.
No active fire, possible short circuit.  16th ST & Spring St.  Monitor tg 7C.

Also now reporting that the wires were pulled down by a CSX freight 
train, which is now also stopped in Silver Spring.

Both Metro and MARC lines affected.
