Apparently the vehicle was a rental from a VW dealer. Finding the guy didn't sound like a high priority since there were no injuries.

I listened to the events transpire. No injuries, and all the dogs were in training so PD did not try to do a track from the car. The bumper and headlight of the PT Cruiser remained at the scene. I did not catch whether the license plate was still attached, but it sounded like a witness caught the plate number anyway. The car came back negative to a Springfield address.
If I had to guess, the driver was drunk and didn't want to be caught.
