No, the new system is a Motorola precursor to TDMA.  If only TDMA-capable radios are affiliating with a channel then that channel will use TDMA modulation.  But if only one FDMA-only radio is tuned to the channel then it will transmit in FDMA.  There are still various units throughout the county with old radios.  Also other jurisdictions have some of these channels programmed in their radios and so they tune in when off duty or traveling to/from work.  LPD is less heard than LCSO, but this morning I was hearing only LPD and not LCSO.  Hopefully this will continue until someone makes a TDMA-capable scanner.  I'd estimate that 75% of all communications can still be heard.
