[Scan-DC] Virginia STARS

This may be old news to some of you, but I seldom take time to listen 
to Virginia State Police.  I did tonight, on a drive from Tysons to 
West Virginia via I-66 and Va. Rt. 55.

STARS is operational in Northern Virginia.  I heard Fairfax, 
Culpepper and even Richmond working mobiles.  In fact, I heard 
Fairfax all of the way up 55 to the West Virginia line.

I was driving at night and making good time, so I didn't pull off to 
note freqs and TGs.  At this point, I have ALL statewide STARS freqs 
programmed and I'm just using Wildcard for the talk groups.  Now that 
there's something to listen to in Northern Virginia, I'll tailor this 
for my area and my normal listening.

Copy was good on most everything with the ducky.
