[Scan-DC] Fatal Collision Montgomery County (Wheaton)

Seat belts give you a much better chance to survive - if the crash was survivable.  Stats bear this out time after time.  I have not seen photographs of the wreck, but I'd bet that the brothers were front seat occupants, and that there was significant intrusion into the passenger compartment that did not extend into the backseat area.  Very sad though for the boy's family.
