Oh there is. If you have a DESCRIMINATOR TAP on your scanner you can capture
the raw audio instead of filtered.

On my ham radios I have a decoder. It's almost like a TNC.

The really nice thing is if you have a descrim tap and a slicer you can
listen to control channels and run Trunker and see the activity that is
going on in a trunk system. They even have them for P25 if I am correct.

Also plenty of software decoders out there for about every digital
mode in existence:
