If they are dumping fuel, they may feel a need to
dump rather than burn it off. Even if the aircraft is capable
of dumping, it can also burn off the fuel, per
flight crew decision.

N652UA is a *767-322

So if the info at:

http://en.wikipedia.org/wiki/Fuel_dumping

is correct:

"Longer-range twin jets such as the Boeing 767 </wiki/Boeing_767> and
the Airbus </wiki/Airbus_A300>
A300 </wiki/Airbus_A300>, A310 </wiki/Airbus_A310>, and A330
</wiki/Airbus_A330> may or may not have fuel dump systems,
epending upon how the aircraft was ordered, since on some
aircraft they are a customer option."

then it appears UA bought it with that option.

Some have high enough landing weight specs they
don't need to dump fuel, such as B-757.
