[Scan-DC] United 950 dumping fuel

They had vibration in the back of the plane upon takeoff.  Might have blown a tire, or picked up some FOD.  The pilots discussed their situation with their dispatchers, and decided to return to IAD rather than possibly developing a problem over the North Atlantic.
