FCC legal stuff - AAR wants EOT power increase.
The FCC had a proposed rule in a recent issue of the Federal Register with implications for scanner listeners. The AAR wants the FCC to allow EOT devices to operate with up to eight watts transmiter power, up from the current two-watt limit.
If your scanner monitors those frequencies using EOTs as an early warning device, the added power will let you know of a train's approach that much sooner.

3. End of Train Devices. Section 90.238(e) of the Commission's
rules limits telemetry operations in the 450-470 MHz band to two watts transmitter output power. Association of American Railroads (AAR) is concerned that the two-watt limit offers little margin for degradation of the communications link, especially on longer trains (some of which are 7,000 to 8,000 feet long). In order to minimize the possibility of communications link failure for EOT devices, AAR requests that the Commission's rules be amended to allow EOT devices to operate with up to eight watts transmitter output power. AAR, which is the Commission's certified frequency coordinator for frequency pair 452/457.9375 MHz and the adjacent frequencies, argues that the potential for causing interference to railroad operations is minimal. We tentatively conclude that the Commission's rules should be modified to accommodate the operational needs of EOT devices, and we seek comment on this proposal. We also seek comment on whether a 6 dB increase in power is necessary, or whether EOT devices can operate properly with a smaller increase.
