You are of course correct, C&O is part of NCR.   I meant to say C&O did not 
belong with those frequencies I believed he was referring to-East, GW 
Parkway, etc. but to its own repeater system.

Note that although Great Falls on MD side is part of C&O Historical Park, 
the Great Falls VA side is part of GW Parkway and uses a different 
repeater/frequency at that location.  To add to the confusion, the C&O 
Historical Park Great Falls repeater actually sits on the VA side, but not 
at the VA park (to get high ground)  though is not normally used by the VA 
side.

Also Shenandoah NP RadioReference was recently updated with repeater 
locations from a DF'ing visit to the park.  It is a similar system of linked 
repeaters like C&O.
