For the 3rd time:
It is on South Mountain.  It's Reno Monument  Rd.  The ATC facility likely has other uses.  Many years ago the NPS and the MD DNR repeaters were on an old fire tower that was often vandalized and there was a large telco microwave facility at the site as well.
The repeater for the upper end of the canal used to be located on a hill in an apple orchard near Paw Paw WV; it may now be on Cacapon Mt.  This repeater is required to allow coverage west of Sideling Hill.  There was also remote receiver for the lower end of the canal located atop the Defense Mapping facility on MacArthur Blvd at the DC line.
At one time USPP had a Ch. 3 repeater, which was linked to Ch. 2, at the WSSC plant near Potomac, MD which allowed portable coverage on the canal in the area of Great Falls and west.  Don't know if this still exists or not.

The Frederick County MSP repeater, some other repeaters, a "Air Traffic
Control" facility, and some other stuff is up there.
I believe that the microwave for Manassas Battlefield and Prince William
Forest, to download to C&O Canal is located up there now too.
