The FCC has had a hearing in the past as to whether a particular ham radio 
licensee (Kevin Mitnik, the convicted hacker) has the proper moral character 
to be allowed to renew his ham radio license:

Ultimately they decided he had been sufficiently reformed to deserve his 
license back:
