[Scan-DC] Amtrak issue in Alexandria

VSP is working an Amtrak issue in Alexandria. They have to walk to it  
and they don't have good radio coverage there. Best I can tell is the  
train is broken down, and they possibly need to transport the 240  
passengers by bus. This is on 159.0, and is available by my RR VSP Arl/ 
Fairfax feed. At this point there is not too much radio traffic  
because of the coverage problem. They have switched to cell phones for  
some of the traffic.

My apologies if my notices about this all get released on scan-dc at  
one time. I have sent several but none are getting through tonight.
