They are not antennas, they are whips to help identify the hydrants that may be covered in snow. 

When a hyrant gets opened on a main that feeds a nearby business, it frequently drops the fire pump pressure for the business in turn tripping the water flow alarm.  The end result is a water flow alarm call fir the fire dept.

Oh, so that's what that means. I'm sure that hydrants up by Northern
Virginia Community College have the red and white whip antennas on them,
but I don't see that done citywide. I couldn't figure it out, as surely
there is not so much snow in northern Virginia that the hydrants
disappear in the snow banks.This isn't Wyoming.
