[Scan-DC] MSP Detail near Cabin John Bridge?

In my limited observational experience, MSP hangs out on the shoulders on
the MD side of the American Legion when heavy equipment is staging there. In
this case, I'm guessing that the snow plows for 270 and 495 are staging on
the inner loop shoulder.
