[Scan-DC] MCCF Code 54?

I have taken to listening to the Montgomery County Correctional Facility in Clarksburg.  Most of their radio traffic concerns inmate movements from one part of the facility to the other (i.e. "one inmate en route to Medical", "two for a family visit", etc., or correctional officers asking each other for a phone number where they can be contacted, etc.)  But occasionally am hearing "Code 54 in effect", which is obviously not an emergency, but does seem to indicate some sort of special condition... does anyone know what it might be?
