[Scan-DC] PD Activity at Montg College

MCPD responded to a call for a rape victim who locked herself in
a bathroom in a building at the TK PK Campus. She was to be
transported by MCFR, but PD wanted her to go to SGAH and Amb crew
was told by supervisor to follow MD State protocols and transport
to closest-HC or WAH.  PD was going to sign refusal and transport
to SGAH themselves.  Just releasing units that were still on
scene with search for perp and assisting the K-9.
