I was sitting on this freq coming down Rt28 today.  I picked it up passing 
Westfields Blvd.  It was still really weak.  Going east on 66 the strength 
really jumped as I was passing Stringfellow Rd.  It was the strongest (5 
bars) between 7100 and West Ox.  It was down to one bar passing Fair Oaks. 
There is a lattice tower at approx.  38°51'18.01"N   77°22'44.12"W next to 
the dump and it does not show on Google Earth or Mapquest imagery yet, so 
obviously it's fairly new.  However you can sort of see it with Google 
Streetview.  I can't find any FCC antenna structure registrations for that 
location.  I did find that the DOJ Spectrum Management Office is located at 
12801 Fairlakes Parkway.  It makes sense to me to have a site nearby since 
they wouldn't be able to have it in Fairlakes.

Was your 996T set up right to check that band?  Or maybe it just wasn't 
transmitting that day it's still a work in progress.  The new local STARS 
sites aren't always transmitting since they're not completely online yet.
