[Scan-DC] Bridge incident

That area under PA Ave. and the Whitehurst Freeway/K St. area is popular with homeless people -- I assumed it was a homeless person that possibly succumbed to hypothermia.  However reports say that the man did not appear homeless.

There never was a clear explanation of the body thing. The online  
report I read just said that the electrical incident was compounded by  
the discovery and removal of a body in the same area, which was  
unrelated to the electrical fire. I guess finding dead bodies laying  
around is just not that unusual in DC?
