[Scan-DC] MSP activity

No, not really... a Montgomery 9-King unit went over there, I'm not sure which one it was, never really heard much more about it.  The MSP radios were really bad, both on low-band and on the 800 talk group... I'm not sure why, it didn't seem like a range issue to me, but no one said anything about that either.  Strange...
