[Scan-DC] Union Station Close Call Hits

Sounds like something I'd do, except I'd probably leave the scanner in
Close Call inside the station. 161.4450 probably has a PL of 114.8 and
is probably an input to 160.2900, 160.3500, or 160.4400, since these
frequencies all have PL of 114.8.

Here's what I have for Union Station:
