The low band signal is very active. I hear it best in the car driving up and down 270 and I use it as a back up when 800 piggy back channel is not heard because that scanner is on another channel. Generally if I am on 270 or in the area I can hear both sides of the conversation, but when I heard frederick on 39.40 I can only hear the dispatcher until I get closer to the barrack. Generally I have always found that if I can hear the officer on the low band channel that means he's really close. Works well as a heads up for those with the heavy right foot syndrome. :)

Last that I knew, yes. Rockville barracks is 39.32. But note that they are (also) piggybacking on trunking systems of local jurisdictions... they have two talkgroups on the Mtgy county system, and they also operate that way over on the eastern shore...
But yes, I think 39.32 is still active here... it always sounds a little tinny... dunno how strong the signal is... I'll punch it up and see if I can hear it; what Ive been listening to is the Mtgy county talkgroups.
