[Scan-DC] Arlington working accident on 233 overpass over JD Highway

Two entrapped, three patients total, but injuries sound relatively minor.

On a related note, traffic near Pentagon City, and now south of there near
the accident, is reported by PD to be gridlocked. Wouldn't go near there.
