I saw these same devices too on that stretch of Rt100.  My thought is they
are actually traffic counters, since I didnt see any camera on them and they
are pointed down at the lanes at a perpendicular angle.  My thinking is
theyre doing some kind of traffic study there...

They are doing a pilot study of variable speed limits in that area to reduce
congestion and to help keep traffic moving.
