As a side issue - since CAP is in the process of moving to P25/narrowband, a group of intrepid researchers have put together this wiki article to document the various wings in different states;

Wonder what's happening with the Maryland wing? Maybe something will turn up with this exercise. And please, let's not start the 'restricted' nonsense - if it's not encrypted, someone is going to find and hear it at some point.

Correct.  Also if you think about it, to flying in IFR you are under ATC control and there are separation requirements that would make the exercise pointless.
