[Scan-DC] Falcon Virgo 10-03.1 Tonight (? - Maybe!)

It has to be done in VFR conditions for many reasons, mostly pertaining to safety. The military is big on ORM, so allowing the exercise to continue in IFR conditions is just too risky for the potential gain.  Better to wait for the weather to clear up.
