[Scan-DC] Mystery Vehicle w/ Antenna Array

I find it odd that it has MD plates and not GOV plates on it.

And if it jams radio signals then how do they even use their own equipment
ie 2-way Radios, Blackberry, Cell Phone.

I saw this in barack's motorcade last night on the Mall.  My guess is it
jams cell phones to prevent IED activation.
