This is certainly true, we had a dead man hanging in a tree for four hours
on my street a number of years ago, waiting for the power company to turn
off the lines after a tree removal accident.  But my guess is the power
company response time would be less than 20 minutes if the person was still
alive.

That is an incorrect assumption. 

When power lines are down emergency services personnel don't just charge
in ignorant of the hazards. Emergency services personnel are instructed
to treat any power lines as energized until confirmed otherwise. They
will not assume that the lines are de-energized and walk over and lift
the wire off of the victim. They will wait until the power company
confirms that the lines are de-energized before they enter the hazard
area. 

If rescue is waiting, they are following proper protocols for an
electrocution incident with wires down.
