Civil Air Patrol also uses the Military version of FRS , the ISR Intra Rquad Radio in the FM mode
One or more of these have been heard in use during air shows for parking and crowd control.
I have also heard the Marines use them in P-25 encrypted mode during training at Ft Pickett.
