[Scan-DC] Accident on toll road

Thanks for the follow-up Ken and Doug. After the request for rescue I  
never heard another word about it on the Arlington system. I was  
inside my office building which is impermeable to 150 MHz RF so I  
could not monitor VSP.  The accident location is outside of Arlington  
so the original call may have been from an off-duty.

It's a shame but it demonstrates why the cut-throughs are for  
authorized vehicles only.
