[Scan-DC] Accident on toll road

The call originally went out on VSP 159.000 as a medical emergency subject
in cardiac arrest.  I heard later it became an accident investigation.
 I am not sure
if it was a single vehicle or not.   Engine 401 arrived on scene and
confirmed DOA.

Traffic was shut down for hours.
