[Scan-DC] VA STARS in Northern VA

I've just gotten STARS programmed in the Pro-106, with help from the nice
people on the Virginia STARS forum on RadioReference.
Using it here in Tysons Corner with the ducky, I get good copy from the
towers on Mount Weather and on Fork Mountain, which is in Madison County,
as well as another on Hogback Mountain in Warren County. 'The Fork
Mountain tower gives me VSP/Richmond, but the others seem to be in use only
for radio testing so far. Been listening for two days with nothing
interesting to hear.
This system has taken huge amounts of time to build and it is still not
operational here in Northern Virginia.
