"Stokes evolution" 

A Stokes basket is a wire stretcher, with sides that curve up, widely used in rescue operations. Ropes can be attached to the ends so that it can be dragged up an embankment, lowered from a roof, etc. A Stokes evolution is a way of saying they're using that basket in that type of rescue.
