[Scan-DC] Submarine in the Bay

There is a submarine in the Bay probably heading to Annapolis for  
homecoming.  At the moment it's nearing the Southern tip of Kent  
Island and I believe is being escorted by a Coast Guard cutter.

I was barely able to see it with binoculars as it was heading into a  
bit of a fog bank, but folks in Annapolis and points South should head  
out and they might be able to see the conning tower go past.
