It sounded like a big house fire....but the second task force was 
requested after the fire was pretty much under control, mainly as 
relief crews for the firefighters doing the overhaul on a hot 
day.  If they were needed to fight the fire, the incident commander 
would have said something like "Fill out the second alarm" much 
earlier in the process.
